The Housing Authority has 380 units for Federally-subsidized Public Housing located throughout Cortland County. Housing for seniors and disabled is located in the City of Cortland, the Villages of Homer, McGraw and Marathon, and the Towns of Cincinnatus and Truxton. Housing for families is located in the City of Cortland, the Villages of Homer and McGraw, and the Towns of Cincinnatus and Truxton.

The Cortland Housing Authority also has 306 Housing Choice Vouchers available throughout Cortland County to help people rent private apartments. Housing Choice Vouchers limit the amount of rent and utilities paid by the tenant to a maximum of 40% percent of their income, with the remainder being Federally-subsidized. There are income limits for this program.

Parents and youth participate in a skills-building curriculum to prevent teen substance abuse and other behavior problems. Parents and youth meet separately for the first hour and then together the second hour for seven sessions plus 4 "boosters."

Teen Intervene targets youth ages 12 to 19 with mild-to-moderate problems involving alcohol, drug or tobacco use. This brief intervention program, consisting of at least two individual sessions and one optional parent session, does not replace more intensive counseling or treatment.
