TCAction operates several housing programs and maintains a list of affordable rental housing units, updated weekly, at the TCAction front desk.
  • Housing Choice Voucher Program (HCVP) (formerly Section 8) provides rental subsidies to income-eligible individuals and households. Participants generally pay between 30-40% of monthly adjusted income towards housing cost; the balance is directly paid to the landlord. Housing Services staff perform health and safety inspections on each housing unit before rental assistance can begin and at least once per year thereafter.
    Applicants are ranked based on their application date and time. Current estimated wait list time is 24 to 36 months. Proof of residency documents are needed at time of application.

  • Family Unification: coordinates and stabilizes the housing situation for distressed families. Families with children at risk of out-of-home placement or delayed in returning from care because the family lacks adequate housing are eligible for Housing Choice Vouchers under this program. Family must meet HCVP eligibility requirements. TC DSS determines eligibility for this special program.

  • Family Self-Sufficiency: helps eligible Housing Choice Voucher families become economically self-sufficient by setting and working toward reasonable and realistic education and employment goals. Upon successfully completing the program, a participant who has increased earned income may receive funds from an escrow account established in his/her name. These funds can be used for self-sufficiency needs such as paying for education or job skills training, purchasing a reliable vehicle or making a down payment on a home.

  • Chartwell House: permanent single room occupancy (SRO), subsidized supportive residence for homeless men in active recovery from alcohol and/or substance abuse. Chartwell House staff works with the tenants to create a supportive, safe and sober living environment and to use community support services reach individual goals.

  • Magnolia House:

    Description of Program:

    Magnolia House is a permanent supportive housing program for homeless women in recovery of substance abuse located at 320 North Meadow Street in Ithaca, NY. This program serves women and children, if appropriate, by providing 14 enhanced studio apartments, common areas to promote community and space for visitation, a commercial training kitchen, laundry facilities, as well as training and outdoor space. Magnolia House supports each tenant with developing positive housing skills in an alcohol and drug free environment. Supportive services focus on developing/maintaining independent living skills, family reunification, connection to Early Head Start and Head Start programs, defining personal needs and developing personal goal plans. Training topics include food preparation, job readiness, options to further education, financial literacy, and other life skills including parenting, conflict resolution and nutrition and will be conducted by TCAction staff as well as many community partners. · Eligibility Requirements: Female, 18 or older Be literally homeless at time of application (The definition of homeless for HUD-funded Supportive Housing Programs (SHP) is: A homeless person is someone who is living on the street or in an emergency shelter, or who would be living on the street or in an emergency shelter without the SHP assistance) Currently in recovery from substance abuse, with at least 30 days of sobriety. Have no recent violent criminal offenses. Eligible for Housing Choice Voucher Program (formerly known as Section 8) · Application Process: Applications for Magnolia House can be picked up/turned in on-site at 320 N Meadow St, along with an HCVP application After information is verified and applicant meets all eligibility requirements, applicant will have an in-person interview with Magnolia House Program Manager.
