Commission for Quality of Care is an oversight agency for the care of people with mental retardation or other mental disabilities. It reviews reports of child abuse and deaths of these clients. It handles complaints about their care. It can put clients in touch with the appropriate local CAP and VESID programs. Its Surrogate Decision Making Program provides legal permission for surgery and other medical care for a mentally incompetent person when no other legal representative is available.
The Commission:Investigates complaints, allegations of abuse and unusual or unnatural deaths in mental hygiene facilities;
Performs policy analysis and cost effectiveness studies as well as fiscal investigations;
Participates on statewide planning panels to assure public policies afford people with disabilities full opportunity to exercise rights accorded all New Yorkers;
Assists individuals with disabilities, their parents and other advocates, in exercising their rights and accessing services;
Provides assistance and informational materials to interested parties and the general public on a range of issues including: disability awareness and rights, diversity, assistive technology and reasonable accommodations;
Maintains a toll-free help line and offers assistance to callers on disability issues;
Administers the Surrogate Decision Making Committee (SDMC) program, whose volunteer panels make decisions about major medical care on behalf of persons in residential programs;
Provides Technology Related Assistance for Individuals with Disabilities (TRAID), funds 12 Regional TRAID Centers and operates an assistive technology equipment exchange program; and,
Contracts with and coordinates a network of local advocacy agencies which provides advocacy services on behalf of individuals and groups.

Project CARE matches caregivers of older adults with functional or cognitive impairments with volunteers who perform tasks to help both the caregiver and care receiver. Tasks may include friendly visiting, errands, shopping, light housework, light yard work or respite.

Students in grades 7-8 experience a small group setting with an emphasis on integrated, thematic units and a project-based focus. English, social studies and science are intertwined in the design of the learning experiences. Math and Spanish classes occur in the afternoon. Students also participate in family group, focusing on team-building, problem-solving and cooperation.
Students in grades 9-12 are placed into small family groups that meet weekly to focus on team building, problem-solving, and building self-esteem. In addition, each student meets regularly with his or her family group leader to work on individual goals and monitor progress in the program.

The High School Equivalency/GED Program is designed to serve students 16 and 17 years old through the McEvoy Campus in Cortland. GED student transfers from their high school for AM or PM sessions at McEvoy Campus for 12.5 hours of instruction per week.
In addition to preparation for the GED test, time is devoted to career exploration, job readiness skills, counseling, social skills, coping skills, and problem solving skills. Students are encouraged to participate in Career & Technical Education for the remaining half of the school day, although many prefer to work part or full time.
Onondaga-Cortland-Madison BOCES, Turning Point with Day Treatment
This program is designed for K-12 students with significant mental health needs who require moderate to intensive behavioral supports. Students in this program are typically classified SED, OHI, or LD but classifications can vary. A mental health diagnosis is required for placement in this program.
Daily Activities: Classroom instruction is academic in nature and based on New York State requirements. Students receive instruction in reading, writing and mathematics based on their individual functional levels. Students also receive instruction in grade-appropriate content areas such as social studies and science. Art, Music and Physical Education are provided at all grade levels. Elementary classes participate in Physical Education at SUNY Cortland as an additional experience.
These students also receive a menu of services provided by the Franziska Racker Centers including: therapy, psychiatric services, crisis intervention, family support/therapy, and case management. An intake screening must be conducted prior to placement per OMH regulations.
