The Finger Lakes Independence Center (FLIC) strives to educate individuals and organizations about their rights and responsibilities and works with them to solve problems of independent living. The Center provides information about eligibility requirements and procedures, explanation of benefits, and independent living skills training. Peer counseling and support groups for people with depression, and socials for individuals with disabilities are also available. FLIC offers free community outreach, speakers, workshops on how to manage chronic health conditions and other topics, and training sessions to develop community awareness of disability issues. Sign language interpreter referrals and American Sign Language classes are offered. FLIC also runs the Consumer Directed Personal Assistance Program for Medicaid recipients in Tompkins County and provides architectural accessibility consultations and modular ramp installation.

Food Addicts in Recovery Anonymous is a 12-step fellowship helping members overcome all forms of "food addiction" or eating disorders including overeating, binge-eating, anorexia and bulimia. There are no weigh-ins in this program.

The Franziska Racker Centers, Inc. (formerly Special Children's Center) operates day treatment programs, licensed by the State Office of Mental Health, at Tompkins-Seneca-Tioga BOCES and Onondaga-Cortland-Madison BOCES. Social workers and other mental health professionals provide individual and group counseling, integrated with BOCES educational programs, for children and direct counseling and support for families.

Family Support and Home and Community Based Services are available to individuals with developmental disabilities. Family Support Coordinators assist families in determining what type of service would be most appropriate for their needs. Respite services to provide a break for care providers are reimbursed based on a sliding fee scale. Families may choose their own worker or be given a list of qualified individuals willing to provide service. The Home and Community Based Services Waiver provides funding for Day Habilitation, Residential Habilitation and Hourly Respite. Trained providers are assigned to each individual to assist them in becoming more independent and active in their community.
